Title
An ordinance to amend the St. Charles Parish Code of Ordinances, Appendix C, Section II. D.2.a. (1) to require that subdivision plans submitted to the Planning & Zoning Commission for Formal Construction Approval include the labeling of the title page that shows the subdivision layout as Construction Approval Subdivision Plan.
Body
WHEREAS, any subdivider, developer or development group seeking to subdivide land in St. Charles Parish must first, when required, submit a formal preliminary plat for approval by the St. Charles Parish Planning and Zoning Commission; and,
WHEREAS, upon Preliminary Plat Approval, subdivider, developer, or development group must submit plans for construction approval to the Department of Planning & Zoning for distribution to the Departments of Public Works & Wastewater, Waterworks, Parks and Recreation, and the Contract Monitor; and,
WHEREAS, inclusion of the subdivision plan on the agenda of the Planning & Zoning Commission for Formal Construction Approval is preceded by letters of no objection from the various departments; and,
WHEREAS, the Subdivision Ordinance does not require that the title page of subdivision plans submitted to the Planning & Zoning Commission for Formal Construction Approval be labeled as such; and,
WHEREAS, without this proper labeling, the citizens of St. Charles Parish cannot exercise the right to public information with clear distinction between preliminary subdivision plans construction plans; and,
WHEREAS, without clear distinction between preliminary plans and construction plans, the likelihood of the public receiving incorrect information will increase; and,
WHEREAS, it is the desire of the St. Charles Parish Council to provide the public the correct public information by ensuring clear distinction between preliminary and construction subdivision plans.
