An Ordinance to amend the Code of Ordinances to establish and fix the Base Flood Elevation of A99 Flood Zones in St. Charles Parish at +4.6 feet N.G.V.D. or located at least twelve (12) inches above the center line of the nearest street right-of-way which ever is greater.
Body
WHEREAS, the Parish President submitted required data to the National
Flood Insurance Program to allow the Federal Emergency Management Agency to issue a revision to the Flood Insurance Rate Map for certain eligible areas of the East Bank, and;
WHEREAS, the Federal Emergency Management Agency (FEMA) has granted a Letter of Map Revision (LOMR) to St. Charles Parish, and;
WHEREAS, the LOMR, which was issued on May 2, 2003, greatly reduces flood zones on the East Bank of the parish between the East Guide Levee of the Bonnet Carre' Spillway and the Jefferson Parish line, and;
WHEREAS, much of the East Bank of St. Charles Parish is designated as an A99 flood zone, which does not have a determined base flood elevation, and;
WHEREAS, the Planning and Zoning Department and the Department of Public Works wish to designate a safe and reasonable base flood elevation for A99 Flood Zones based on available engineering data, and;
WHEREAS, engineering performed in support of the application process for this LOMR indicate that +4.6 N.G.V.D. is a safe and reasonable elevation for new construction and improvements to existing structures.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances, Appendix A, Section XX.E.2 be modified to read as follows:
“2. Specific Standards: In all areas designated as "X" Zones on the Federal Insurance Rate Map (FIRM) for St. Charles Parish, all buildings or structures shall be elevated so that the lowest portion of the structural members of the lowest floor are located at least twelve (12) ...
