Title
A resolution requesting that the present Housing Authority Ex-Officio term, which is a concurrent term with the Governing Authority, be revised from a four-year term to a one-year term.
Body
WHEREAS, on April 19, 1982, the Parish Council appointed four Council members to the Board of Commissioners of the Housing Authority of St. Charles Parish; and,
WHEREAS, on May 18, 1983, correspondence was received from Mr. Richard J. Franco, Acting Area Manager of the Housing Authority, stating that an opinion was needed from the Parish Legal Officer that the Councilman serving as a Housing Authority Commissioner would not violate any state or local law particularly the Dual Office Holding Law and the Louisiana Code of Governmental Ethics; and,
WHEREAS, on May 24, 1983, correspondence was received from Mr. Richard J. Franco stating that the Council Secretary explained that the Parish Council members would not serve as a member of the Housing Authority's Board of Commissioners but rather as a representative and observer from the Parish Council; and,
WHEREAS, since the establishment of Ex-Officio appointments, the term has been a concurrent term with the Governing Authority; and,
WHEREAS, there is a need for the Ex-Officio appointments to be rotated on a yearly basis allowing Council members to broaden their knowledge; and,
WHEREAS, it is the desire of the Parish Council to change the term for the Ex-Officio of the St. Charles Parish Housing Authority.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request that the present Housing Authority Ex-Officio term, which is a concurrent term with the Governing Authority, be revised from a four-year term to a one-year term.
