TRIBUTE
District V, Councilman APRIL WINN BLACK has been a resident of St. Rose for the past 16 years. She is married to St. Charles Parish Constable Stephen Black and they are the proud parents of one daughter, Sage.
April is completing her second term in Office. She was first elected to the Parish Council in 1999 as the District V Councilman and was re-elected to a second term in 2003.
April graduated from Louisiana State University with a Bachelors Degree in Political Science and Prelaw. She earned a Masters Degree in Education from the University of New Orleans and was in the National Honors Society.
April was a clerk for Magistrate Judge Laura Jean Todaro, while also teaching autistic and disabled children. She is currently employed by the St. Charles Parish School Board as a Teacher at Hahnville High School. She is a member of Our Lady of Perpetual Help Church in Kenner.
April was elected to serve as Council Chairman in 2007 and as Council Vice-Chairman in 2006. She served as Chairman of the Cable Television Franchise Review Committee and was a member of the Legislative Committee, the Special Committee for Waterworks Treatment Plant, and the Joint Airport Committee. She served on the R.S.V.P. Advisory Council for 8 years, was an Alternate Member to the River Region Caucus for one year, and was a member of the River Region Caucus for 5 1/2 years. She is a member of the Louisiana Police Jury Association and the National Association of County Officials.
April is involved in the Bar-None Ranch and Oak Manor Civic Associations, a Lioness for the Lions Club, past hostess for the annual Night Out Against Crime, member of the Fraternal Order of Police, Children's Hospital Volunteer, Recreation Department Volunteer Coach, and other service organizations that benefit the Parish.
