Title
An ordinance to amend the Code of Ordinances Chapter 12 Libraries, by adding Sec. 12-4. Membership, and Sec. 12-5. Terms of the Library Service District Board of Control.
Body
WHEREAS, the Governing Authority of the Parish of St. Charles on November 9, 1948 by Act 36 of 1926, established the St. Charles Parish Library; and,
WHEREAS, R.S. 25:214, B, allows for the Governing Authority of the Parish of St. Charles to establish a Library Board of Control which can be composed of up to seven (7) members; and,
WHEREAS, it is the desire of the Governing Authority of the Parish of St. Charles to increase the number of Library Board of Control members from five (5) to seven (7) members in order to provide equal representation to each District within the Parish.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Chapter 12 Libraries, Section 12-4., and Section 12-5. shall be added to read as follows:
SEC. 12-4. Membership.
The Board shall consist of seven (7) regular members with each member being a resident from one of the seven (7) Districts of the Parish, each being a qualified voter of St. Charles Parish, and each being nominated and appointed by the Parish Council. Existing members serving at the time of the adoption of this ordinance are to remain serving. Appointment of individuals to serve as members from District II and VI shall occur within sixty (60) days of the adoption of this ordinance by the Parish Council. Appointment of an individual to serve as a member from District III shall occur upon the expiration of the next existing member's term set to expire. The Parish Council shall subsequently nominate for appointment members to the Board as term expires.
