Title
An ordinance to amend the Code of Ordinances to prohibit Parking along the West Bank Mississippi River Levee from the Jefferson Parish line to the St. John the Baptist Parish line.
Body
WHEREAS, it has become common practice to park vehicles along the West Bank Mississippi River Levee for extended periods of time, which can impede the maintenance of said levee, cause damage, and appears unsightly; and,
WHEREAS, it is the desire of the Parish to prohibit said parking.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code, Chapter 15, Motor Vehicles and Traffic is hereby amended to add the following:
Sec. 15-23. Prohibited Parking on West Bank Mississippi River Levee
(a) It shall be unlawful for any person to park a motorized vehicle, trailer, or watercraft for a period exceeding 24 hours on or along the West Bank Mississippi River Levee right-of-way from the Jefferson Parish Line to the St. John the Baptist Parish Line.
(b) The fines and penalties of parking and traffic violations expressly set out in this section shall be of a sum not to exceed one hundred dollars ($100.00) or imprisonment in the Parish jail for not more than thirty (30) days, or both. The Twenty-ninth Judicial District Court shall have jurisdiction over the parking and traffic violations that occur under the provisions of this section. In addition to the above penalties, the Sheriff's Office shall have the right to have towed and stored at the owner's cost any vehicle that remains in violation of the above section for more than forty-eight (48) consecutive hours.
