IN RECOGNITION
WHEREAS, Mr. Charles J. Oubre, Jr., also known as "Tweemus" "Chum" and "Mr. Charlie", and his wife Carol Troxler Oubre are the parents of Charles J. Oubre, III, Cody Oubre, husband of Suzette, Conley Oubre, husband of Rita, Chet Oubre and Kara Oubre and the proud grandparents of Peyton, Alexis and Jillian Oubre and Megan Truelove; and,
WHEREAS, Mr. Oubre graduated from Hahnville High School in 1947 and played professional baseball until he volunteered for duty in the United States Army in 1948 where he served for three years during the Korean Conflict on the staff of General Douglas MacArthur; and,
WHEREAS, upon military discharge, Mr. Oubre completed his baseball contract and went to work for Shell Oil Company; and
WHEREAS, in 1963 Mr. Oubre began his public service in the St. Charles Parish Sheriff's Office, serving as Chief Deputy from 1968 to 1972; and,
WHEREAS, in 1972 Mr. Oubre was appointed as the Judicial Administrator for the 29th Judicial District Court, where he served until his election as Clerk of Court on December 9, 1978; and,
WHEREAS, Mr. Oubre is a member of the Louisiana Clerk of Courts Association, the International Association of Clerks, Recorders and Election Officials, and was one of the first eleven Clerk of Court's in Louisiana to become certified; and,
WHEREAS, as Clerk of Court, Mr. Oubre has lead the modernization of the office from a manually operated system to a computerized system, including the scanning of documents and subscription internet access to thousands of records dating back from 1954 to present; and,
WHEREAS, Mr. Oubre has been an active member of the community, known as an outstanding local "Chef" for numerous civic causes, especially for his Jambalaya and Barbecue fund raising dinners, a lifetime Parishioner of Our Lady of the Most Holy Rosary Catholic Church, a lon...
