Title
A resolution authorizing the Chairman or the Secretary to offer a STRONG OBJECTION to Magnolia Fleet, LLC MVN 1999-866 ETT, WQC JP 080709-03 for a permit to clear, grade, and deposit fill to construct an access road and parking area for the existing barge fleeting facility, along the left descending bank of the Mississippi River at approximately 123 miles above the Head of Passes, within Section 01, Township 13 South, Range 08 East, and Section 12, Township 12 South, Range 08 East, New Sarpy, in St. Charles Parish.

BE IT RESOLVED by the St. Charles Parish Council acting as the Governing Authority of the Parish:
SECTION I. That the Chairman or the Secretary be and is hereby authorized to offer a STRONG OBJECTION in connection with the application of Magnolia Fleet, LLC MVN 1999-866 ETT, WQC JP 080709-03 for a permit to clear, grade, and deposit fill to construct an access road and parking area for the existing barge fleeting facility, along the left descending bank of the Mississippi River at approximately 123 miles above the Head of Passes, within Section 01, Township 13 South, Range 08 East, and Section 12, Township 12 South, Range 08 East, New Sarpy, in St. Charles Parish.
SECTION II. The St. Charles Parish Council hereby request that the Corps of Engineers hold a Public Hearing prior to issuance of the permit due to the significant opposition expressed to the Council. The St. Charles Parish Council request an extension to the Public Comment period in order to conduct a Town Hall Meeting with the community being affected to hear from the citizens along with feedback from any and all Agencies that could be affected by this permit application. It is also noted that the addition of a parking area to service the barge fleeting operation cannot be permitted under the current B1 - Non Commercial Batture.
SECTION III. That a copy of this resolution shall be forwarded to all interested parties.
