Title: Rev. Arthur C. Blue: Resolution 1999-4868: Personnel egress for the 1st, 2nd, 3rd, and 4th Street residents of St. Rose community area (Elkinsville Subdivision) via the north end of 1st Street in case of an emergency hazardous situation occurring on LA 48 River Road thus preventing egress or access at River Road. In addition, we also need egress for the Preston Hollow Subdivision residents via Adams Street which is located at the north end of the subdivision. We need to connect Adams St. to St. Rose Ave. in case of a similar emergency hazardous situation occurring on LA 48 (River Road). General deplorable condition of the Elkinsville Subdivision area (1st, 2nd, 3rd, and 4th Street area) and the Preston Hollow Subdivision where applicable due to the following: 1. Lack of proper trash and debris removal (burned out buildings, non-livable vacant homes and trailers, etc.) 2. Parked vehicles on the streets, in some areas making it impossible for emergency vehicle such as fire trucks in case of fires, to pass (especially bad in the Elkinsville Subdivision area 2nd, 3rd, and 4th Streets due to the size of the streets), 3. Lack of Police Patrol in the area of speeding vehicles.
