Title
A resolution requesting additional funding for the Lake Pontchartrain and Vicinity Hurricane Protection Levee Project.
Body
WHEREAS, the Fiscal Year 2000 Energy and Water Appropriations Bill includes $16,000,000.00 for the Lake Pontchartrain and Vicinity Hurricane Protection Levee Project; and,
WHEREAS, there is a critical need for a $10,000,000.00 increase, of which $3,000,000.00 is needed for St. Charles Parish to allow a completed first lift levee with four major drainage structures in place within three years; and,
WHEREAS, these funds will be applied to construct and complete Cross Bayou and Bayou Trepagnier Drainage Structures; and,
WHEREAS, the Local Sponsor Funding is in an escrow account with the Pontchartrain Levee District awaiting funding from the Federal Government; and,
WHEREAS, all permitting and mitigation requirements have been fulfilled and the only reason for a delay is the allocation of Federal funds; and,
WHEREAS, most other segments of the overall project are practically completed and the St. Charles Parish section is no more than thirty percent complete leaving the residents of the East Bank of St. Charles Parish unprotected.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, and the Parish President do hereby request that the Louisiana Congressional Delegation urge the Conference Committee handling the Appropriations Bill to increase funding for the "Lake Pontchartrain and Vicinity Hurricane Protection Levee" project by $10,000,000.00.
