Title
A resolution requesting that the 911 Communications District investigate the possibility of instituting a local emergency cell phone program for the elderly in St. Charles Parish.
Body
WHEREAS, the U.S. Federal Communication Commission (FCC) regulations requires that 911 emergency calls be connected at no charge from all wireless phones whether the phone has been activated for paid service or not; and
WHEREAS, many residents of St. Charles Parish have obsolete or unused cell phones because of a change in wireless service or an upgrade in equipment; and
WHEREAS, the National Sheriff's Association and the International Association of Chiefs of Police established a program to facilitate the distribution of donated cell phones to older people for emergency calls; and
WHEREAS, such a program would be a boost for local elderly residents who need a reliable and portable communication device to summons help in case of a medical or other emergency; and
WHEREAS, Representative Gary L. Smith, Jr. has introduced the program to St. Charles Parish by organizing a meeting of interested parties to begin discussion.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby request that the 911 Communications District investigate the possibility of instituting a local emergency cell phone program for the elderly in St. Charles Parish in conjunction with the St. Charles Parish Sheriff's Office and St. Charles Parish Council on Aging.
BE IT FURTHER RESOLVED that the St. Charles Parish Council on Aging is hereby requested to administer said program on behalf of the Parish and that a copy of this Resolution be forwarded to the 911 Communication District, Ms. Margaret Powe, Executive Director of the St. Charles Council on Aging, and Sheriff Greg Champagne.
