Title
A resolution to request that the Louisiana State Bond Commission deny consideration of item S07-065 Louisiana Public Facilities Authority (TransLoad America, Inc. Project) New Orleans and Killona.
Body
WHEREAS, the preliminary Agenda of the State Bond Commission includes an item identified as “S07-065 - Louisiana Public Facilities Authority (TransLoad America, Inc. Project) - Not exceeding $55,000,000 Revenue Bonds, financing the acquisition, construction and equipping of (i) two facilities for loading and disposal of waste material and (ii) one land fill facility to be enhanced by the incorporation of on-site rail received and unloading infrastructure, as well as the development of a barge receiving and unloading facility to be located in New Orleans and Killona”; and,
WHEREAS, said project includes proposed improvements at the Killona Ventures, LLC landfill located at 5900 Highway 3127 in Killona, St. Charles Parish, LA; and,
WHEREAS, the St. Charles Parish Council only learned of this application on July 20, 2007, and has been provided no information by the applicant; and,
WHEREAS, the St. Charles Parish Council denied a Special Use Permit application of Killona Ventures, LLC for a landfill in Killona on July 2, 2007; and,
WHEREAS, the Louisiana Department of Environmental Quality is currently in litigation with Killona Ventures, LLC which litigation is under review by St. Charles Parish for compliance with current zoning regulations.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request that the Louisiana State Bond Commission deny action on application S07-065 TransLoad America, Inc. Project to allow time for the St. Charles Parish Council to review the application.
