Title
A resolution asking the Parish President to amend the 2001 Consolidated Operating and Capital Budget to transfer funds from the General Fund to the Wastewater Department 33 1/3% of all sales tax to meet budget requirements.
Body
WHEREAS, the Council levied sales tax of ½% in 1979 dedicated to Sewerage and 3/8% in 1983 which was approved by the people dedicated for the Sewerage Department and other legal purposes of the Government; and,
WHEREAS, the Government has used funds to operate the Parish Government; and,
WHEREAS, the people approved a $41 Million Dollar Bond Fund in an election in 1997 to build the Regional Sewerage Plant; and,
WHEREAS, the capital budget has run over $47 Million; and,
WHEREAS, the Capital Projects are not closed yet even though the Regional Plants are built and operational; and,
WHEREAS, the people rejected the 1% sales tax in an election on April 7, 2001, ½% dedicated for sewerage maintenance and operations, ½% for the West Bank and East Bank levy project; and,
WHEREAS, the Council has increased sewerage charges of $1.80 per 1000 gallons of water use to $3.24 per 1000 gallons of water use for each household; and,
WHEREAS, during the Council Meeting of May 21, 2001, the Council has rejected the increase of $3.24 per 1000 gallons to $4.05 per 1000 gallons of water use for each household.
WHEREAS, the Parish Council during the Council meeting of June 18, 2001, voted an additional rate increase totaling to $4.05 per 1000 gallons of water used for each household.
NOW THEREFORE BE IT RESOLVED THAT WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby ask the Parish President to amend the 2001 Consolidated Operating and Capital Budget to transfer funds from the General Fund to the Wastewater Department 33 1/3% of all sales tax to meet budget requirements.
