Title
An ordinance of the Parish of St. Charles, providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Ordinance No. 95-2-7, Section II; to add/include that twenty-four (24) hours of NIMS training for the Parish Council Members and the Parish President be conducted every four (4) years for the incoming elected officials of the St. Charles Parish Government.
Body
WHEREAS, St. Charles Parish residents have always had a strong commitment to education and training. The Home Rule form of Government is complex. It is imperative that officials newly elected to govern are adequately prepared to fulfill their duties and responsibilities to the citizens they represent; and,
WHEREAS, Ordinance No. 95-2-7, adopted February 20, 1995, required Executive and Administrative Staff Personnel to provide orientation and training for the benefit of incoming elected officials of the St. Charles Parish Government; and,
WHEREAS, The United States Department of Homeland Security has enacted the National Incident Management System (NIMS) which mandates jurisdictions to comply with on-going training requirements; and,
WHEREAS, The NIMS has set forth minimum training guidelines for jurisdictional executives.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. To amend Ordinance No. 95-2-7, Section II; to add/include that twenty-four (24) hours of NIMS training to the Orientation and Training Course Subject Listing.
SECTION II. That the amended Orientation and Training Course shall be conducted every four (4) years, preferably before, but a maximum of 60 days from the beginning of a new term of office, for the benefit of the incoming elected officials of the St. Charles Parish Government.
