RESOLUTION NO.
Title
A resolution requesting that the Department of Labor make available to the St. Charles Parish Department of Community Services funds from the Community Services Block Grant and any other available funds, and that these funds are to be available from January 1, 2000, through December 31, 2000.
Body
WHEREAS, Louisiana Revised Statue 33:1236 (11) empowers parish governing bodies:
(1) "to provide for the support of the poor and necessitous within their respective parishes…"
(2) "to receive and administer funds from the United States under the Economic Opportunity Act of 1964 of the United States and any amendments thereto…"
(3) "to transfer such funds"
(4) "to act as and perform the functions of a Community Action Agency under the terms of the Economic Opportunity Act of 1964 of the United States and amendments thereto:, and,
WHEREAS, Act 818 of 1982 (LA R.S. 23:61 et seq.) authorized the parish governing body to designate a public agency of a private non-profit corporation as the community action agency; and,
WHEREAS, the statues assign parish governing bodies a key role in connection with efforts to aid the poor. Such governing bodies may perform the functions; and,
WHEREAS, the designation by this governing body of a private non-profit group to be the community action agency of this parish does relieve this governing body of its responsibilities in connection with any and all public funds of any program, state or federal, expanded by that designee; and,
WHEREAS, the Louisiana Legislature, in House Bill No. 158 has appropriated a sum of money to each parish covered by a community action agency; and,
WHEREAS, the governing body of St. Charles Parish does hereby nominate and appoint the St. Charles Parish Council as the legally constituted community action agency in and for the St. Charles Parish Department of Community Serv...
