IN RECOGNITION
WHEREAS, Julie P. Carmouche-Jackson, a resident of St. Rose for over 31 years and her husband, Frank Jackson, are the parents of Michelle Carmouche Collins, wife of Donnie Collins, Joshua Harry Carmouche, husband of Meagan Cahill Carmouche, Spenser Jackson, Mason Jackson, husband of Jessica Lemoine Jackson, and Kaylee Jackson. They are the proud grandparents of two grandchildren; and,
WHEREAS, while raising two children in St. Rose, Ms. Jackson attended the University of New Orleans for Paralegal Studies. She was a steadfast supporter of her young children at school and extra-curricular events and when they were old enough, she began working for Glazer's Distributors of Louisiana where she still works to this day as a State Graphics Arts Designer; and,
WHEREAS, on October 6, 1990, Ms. Jackson was elected Justice of the Peace of District V in St. Charles Parish; being the youngest person and first woman to do so. She was re-elected and served for 24 years concurrently before retiring in January 2015. In 1997, she was instrumental in the Parish Justices of the Peace and Constables gaining parish-wide civil jurisdiction n. She was recognized in 2011 by the Louisiana Attorney General's Office for 20 years of outstanding service; and,
WHEREAS, Ms. Jackson was honored to serve during the administration of Governors Roemer, Edwards, Foster, Blanco, and Jindal. She was also fortunate to have served with her Constables, James "Tony" Eugene and Stephen Black. These men became her close friends as well as co-workers; and,
WHEREAS, during her career in public service, Ms. Jackson was an asset to the public in timely and competent resolution of civil matters and the pursuit of justice in criminal matters. She has married hundreds of couples in her tenure and retains marrying privileges post-retirem...
