IN RECOGNITION
WHEREAS, on Monday, October 7, 2024, St. Charles Parish resident, Ms. Summer Jones, was a witness to animal cruelty; and,
WHEREAS, at approximately 1:45 pm, a woman was driving an SUV, with windows rolled down, and what appeared to be a toy tied to mardi gras beads to the passenger side mirror; and,
WHEREAS, Ms. Jones then realized that it was an actual puppy, being dragged for blocks. Ms. Jones tried stopping the occupant in the vehicle by laying on her horn, and yelling, eventually causing the motorist to stop; and,
WHEREAS, Ms. Jones ran up to the vehicle, asking the occupant to stop dragging the puppy and bring it to a vet or the shelter. Ms. Jones walked back to her car and noticed that the motorist continued dragging the puppy; and,
WHEREAS, Ms. Jones ran over to the vehicle again, at which time the motorist told Ms. Jones that she was trying to put the puppy out of its misery; and,
WHEREAS, at this point Ms. Jones was in disbelief and called the St. Charles Parish Sheriff's Office for a deputy to conduct a report; and,
WHEREAS, an Officer arrived on the scene and the occupant of the SUV was placed under arrest for animal cruelty; and,
WHEREAS, Ms. Jones was in the right place at the right time to rescue the puppy from a horrendous act of cruelty; and,
WHEREAS, Ms. Jones' act of kindness in saving the puppy reinforces the value of compassion and inspires others.
NOW THEREFORE, BE IT RESOLVED, WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, duly assembled on this 2nd day of December, 2024, hereby offer this tribute in appreciation and recognition to
