Title
An ordinance to authorize adoption of the St. Charles Parish West Bank Hurricane Protection Levee Operation, Maintenance, Repair, Replacement, and Rehabilitation (OMRR&R) Document.
Body
WHEREAS, the Federal Emergency Management Agency (FEMA) requires that a community must officially adopt an Operations and Maintenance Plan for all levee systems seeking FEMA accreditation; and,
WHEREAS, St. Charles Parish will seek FEMA accreditation for the West Bank Hurricane Protection Levee (WBHPL) system through the Levee Analysis and Mapping Process (LAMP); and,
WHEREAS, there is a monetary cost associated with the inspection and maintenance of project features in accordance with the provisions of the WBHPL OMRR&R Document and local plans and budgets should be structured in order to account for this cost; and,
WHEREAS, an officially adopted plan must be signed by the CEO of the community or the appropriate head of the agency that is accepting the ultimate responsibility of all of the tasks and actions listed in that plan; and,
WHEREAS, in St. Charles Parish that person would be the Parish President once the plan has received the recommendation of the Director of Public Works; and,
WHEREAS, the OMRR&R Document will need to be updated as different components of the WBHPL system are constructed.
THE ST. CHARLES PARISH COUNCIL HERBY ORDAINS:
SECTION I. That the St. Charles Parish West Bank Hurricane Protection Levee Operation, Maintenance, Repair, Replacement, and Rehabilitation (OMRR&R) Document is hereby approved and adopted and the Parish President and the Director of Public Works are hereby authorized to sign the OMRR&R Document.
SECTION II. That the Parish President is hereby authorized to approve updates to the Operation, Maintenance, Repair, Replacement, and Rehabilitation (OMRR&R) Document with the recommendation of the Director Public ...
