WHEREAS, on January 31, 2001, a frantic call was received from a young woman who found her grandmother unconscious and not breathing; and,
WHEREAS, 9-1-1 Operator Ursula Kelly immediately began using calming techniques learned in the APCO Telecommunicator Course and the Advanced Medical Priority Dispatch System Emergency Medical Dispatch Training which gained her caller's confidence to get her to follow some life-saving techniques; there was very little time to waste; and,
WHEREAS, Operator Kelly immediately began instructing the caller on how to administer CPR which the caller continued until EMS Personnel arrived to take over; and,
WHEREAS, Operator Kelly would not take the callers word that her grandmother was "gone", she fought until the end which has contributed to the reason why the patient is on her way to a full recovery.
