Title
A resolution to approve and authorize the execution of an Entity/State Agreement, a Lighting Agreement, and a Sidewalk Agreement between the State of Louisiana Department of Transportation and Development (DOTD) and St. Charles Parish for the LA 52 (Paul Maillard Rd.) Phase 1 project, State Project No. H.013494, Federal Aid Project No. H013494.
Body
WHEREAS, it is the desire of the St. Charles Parish Council and Administration to further the revitalization of LA 52 (Paul Mallard Rd.) in Luling by partnering with other agencies; and,
WHEREAS, a main goal of the Paul Maillard Road (LA 52) Corridor Revitalization Plan is "to provide for a variety of safe transportation options" (Transportation Goal 1, p12.); and,
WHEREAS, the specific strategy for providing these safe transportation options is to "reconstruct LA 52 corridor to include a 'complete street' cross section" which would include the installation of subsurface drainage, sidewalk, multi-use path, lighting, and roadway improvements (Strategy PMT #1. P12); and,
WHEREAS, the "complete streets" improvements to LA 52 will be completed in phases, with Phase I extending from Blueberry Hill to Angus Drive; and,
WHEREAS, under the provisions of Title 23, United States Code, "Highways", as amended, funds have been appropriated out of the Highway Trust Fund to finance improvement projects under the direct administration of the DOTD; and,
WHEREAS, the Entity/State Agreement appropriates Federal Funds to finance approximately 80% of the estimated project cost, up to $3,052,292.96, with St. Charles Parish providing the 20% local share; and,
WHEREAS, the Lighting Agreement and Sidewalk Agreement stipulate that after the construction contract is complete, St. Charles Parish agrees to assume ownership and all liability and responsibility for the lighting and sidewalks, including, but not limited to, all maintenance and ope...
