Title
A resolution certifying that the East Bank Water Treatment Plant Expansion, a project for which reimbursement funding is being requested under the Community Development Block Grant (CDBG) - Disaster Recovery Program, meets the "Urgent Need" National Policy Objective.
Body
WHEREAS,      St. Charles Parish is submitting an application for reimbursement funding under the Community Development Block Grant (CDBG) Disaster Recovery Program for engineering fees related to the East Bank Water Treatment Plant Expansion project; and,
WHEREAS,      the project meets the National Policy Objective of addressing an "Urgent Need," because in the aftermath of Hurricane Katrina "a serious and immediate threat to the health or welfare of the community" exists due to the East Bank Water Treatment Plant's inability to meet the increased water demand brought on by the influx of residents from nearby Orleans, St. Bernard, and Plaquemines Parishes; and,
WHEREAS,      with insufficient funding for the project, additional monies to undertake the project must be derived from the Parish General Fund Budget.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby certify that the East Bank Water Treatment Plant Expansion meets the "Urgent Need" National Policy Objective.
