The Parish of St. Charles

    IN   RECOGNITION
 
WHEREAS,      Sarah Theresa Owens is a resident of Luling, Louisiana in St Charles Parish.  Her parents are Janet and Marty Owens, and her two sisters are Claire Arndt and Pamela Owens; and,
WHEREAS,      Sarah graduated from Hahnville High School in 2004 and is a senior at Nicholls State University where she is studying General Business Management; and,
WHEREAS,      Sarah was chosen as the representative of the St. Charles Parish Festival Pageant to compete in the 65th Annual Louisiana Queen Sugar Pageant on September 23, 2006, in New Iberia.  She competed with nine other contestants from sugar-producing parishes across the State and was crowned Louisiana Queen Sugar LXV; and,
WHEREAS,      the Queen Sugar Pageant was held as part of the Louisiana Sugar Cane Festival and is one of the oldest and largest harvest festivals in the State.  Since the founding of the St. Charles Pageant in 1959, Sarah is the third representative of St. Charles Parish to win the State Title; and,
WHEREAS,      as the 2006 Louisiana Queen Sugar, Sarah represented the Louisiana Sugar Cane Festival at the annual Mardi Gras Ball in Washington, D.C. and will attend several festivals and travel throughout the State representing the sugar industry.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
SARAH THERESA OWENS
LOUISIANA QUEEN SUGAR LXV

development, known for its
 hospitality, rural living and sporting
