Proclamation: "National Alcohol and Drug Addiction Recovery Month"

P R O C L A M A T I O N
WHEREAS, barriers to addressing treatment and recovery resources are a significant problem for people with alcohol or drug use disorders; and,
WHEREAS, such barriers include failures to identify affected people and direct them to treatment, inadequate public and private insurance coverage for treatment services, and shrinking state budgets that limit funding for prevention and treatment programs; and,
WHEREAS, saluting Louisiana citizens who are in recovery from alcohol and drug use disorders, as well as those who have helped them obtain treatment and recovery support, helps to overcome such barriers by educating the community about the benefits of prevention and recovery, and affirming the goal that all people with alcohol and drug use disorders should have access to recovery and treatment services; and,
WHEREAS, to help achieve this goal, the United States Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, the Office of National Drug Control Policy, the River Parish Addictive Disorders Clinic, The Bayou Council On Alcoholism and Drug Abuse, and the Lafourche Prevention Partnership invite all residents of St. Charles Parish to participate in National Alcohol and Drug Addiction Recovery Month in September, 2004, and Louisiana Recovery Day on September 18, 2004.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM SEPTEMBER 2004 AS
"NATIONAL ALCOHOL AND DRUG ADDICTION RECOVERY MONTH"
IN ST. CHARLES PARISH, AND CALL UPON THE PEOPLE OF THE PARISH TO OBSERVE THE MONTH OF SEPTEMBER 2004 WITH APPROPRIATE PROGRAMS, ACTIVITIES AND CEREMONIES SUPPORTING THIS YEAR'S THEME "JOIN THE VOICES OF RECOVERY…NOW"; AND,
BE IT FURTHER RESOLVED, THAT WE, THE MEMBERS OF THE PARISH COUNCIL AND THE PARISH PRESIDENT JOIN WITH THE ...
