Title
An ordinance to amend the Code of Ordinances by revising Chapter 21, Article I, Section 21-1(a) and (b) regarding installation of culverts under driveways.
Body
WHEREAS, sizing and invert elevation of culverts under driveways is critical to maintaining proper flow in drainage systems; and,
WHEREAS residents and businesses in the Parish often request installation of more than one driveway with culverts to meet their needs; and,
WHEREAS, in order to respond to these request and still maintain the integrity of the drainage system, it is necessary amend the Code of Ordinances for said installations.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the Code of Ordinances, Chapter 21, Article I, Section 21-1 (a) (1) is hereby amended to read as follows:
(1) Prior to purchasing or obtaining culverts, bridges or appurtenant structures to be placed in or upon any public drainage ditch or canal, the property owner or his designee shall file the appropriate application to obtain a "culvert permit" from the department of public works.
a. A culvert permit will be issued for each installation request. Only one permit will be required if more than one culvert is requested per lot.
b. For culverts under driveways, no more than two shall be allowed per lot with less than 150 feet of street frontage. Individual driveway culverts shall not exceed 44 feet in length; and for two driveways, the sum of the two culverts shall not exceed 44 feet in length with a minimum of 15 feet of open ditch between each culvert.
c. Request for more than two culverts or culverts longer than 44 feet on lots exceeding 150 ft of street frontage shall be reviewed by the Department of Public Works to determine if there is a negative impact on drainage. Upon findings by the Department...
