Title
An ordinance to amend the St. Charles Parish Zoning Ordinance of 1981 by adding a definition of green market; and to allow green markets in O-L, and C-2 or higher zoning districts as a special permit use.
Body
WHEREAS, green markets promote economic development and cultural preservation in communities all over the United States; and,
WHEREAS, these green markets create a unique environment in which local farmers and consumers have direct access to and communication with each other; and,
WHEREAS, green markets decrease costs and increase sales opportunity in a way that benefits both farmers and consumers; and,
WHEREAS, the St. Charles Parish Council promotes agricultural and economic development.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances, Appendix A Section III is amended to add 31.3, 31.35 and 31.36 as follows:
31.3 Green market: A permanent or seasonal market involving the setting up of two (2) or more booths, tables, platforms, mobile units, or similar displays where producers and/or growers sell fresh produce and/or value-added products directly to customers at stalls or mobile units in an open-air location; where individual vendors operate under the supervision of a market proprietor who shall rent or otherwise arrange for assigned space(s) for each vendor and provide proof of each vendor's compliance with all applicable federal, state, and local regulations.
Items permitted for sale shall be limited to:
(1) Fresh produce such as fresh fruits and vegetables, edible grains, nuts and berries, and herbs.
(2) Nursery items and cut flowers such as plants and trees, fresh and dried flowers, and decorative vegetation grown or legally gathered by vendors themselves.
