IN RECOGNITION

WHEREAS, Kenneth "Butch" Clay, Jr. a resident of Luling, has been an employee for St. Charles Parish for 16 years; and,
WHEREAS, Butch was first hired as an electrician when the Wastewater Department began the construction and start-up of its two major facilities. He learned all aspects of their design and oversaw training of the staff on the computer systems that runs the plants. His first-hand knowledge of the technical aspects of the Wastewater Department's facilities has allowed him to solve electrical problems without having to hire outside contractors; and,
WHEREAS, Butch, currently the Wastewater Maintenance Collection Foreman, has established a supervisory control and data acquisition system for the Wastewater Department's primary sewer lift stations, which allows employees to detect and prevent potential problems; and,
WHEREAS, Butch, through his expertise and hands-on Supervision, has been able to save St. Charles Parish Taxpayers thousands of dollars; and,
WHEREAS, on November 18, 2008, Butch received the Latter & Blum Realtors Merit Award from the Bureau of Governmental Research which is an award that recognizes outstanding performance and creative problem solving by public sector employees. Butch was one of four recipients chosen from 28 nominees; and,
WHEREAS, Butch said his achievement would not have been possible without the help of dedicated co-workers; "The award focuses on me, but this is in no way a one-person honor," he said. "The entire Wastewater Department has made this possible."
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
