RESOLUTION NO. 4813
Title
A resolution authorizing the Chairman or the Secretary to offer a STRONG OBJECTION to MISSISSIPPI RIVER VENTURES, LLC, EM19-990-2126-1 for a permit to install and maintain five anchor piles, buoys and chains to moor a midstream dry bulk cargo transfer operation, in the Mississippi River, left descending bank, at a point about 115.5 miles above the Head of Passes, at Almedia, St. Rose in St. Charles Parish, Louisiana.

BE IT RESOLVED by the St. Charles Parish Council acting as the Governing Authority of the Parish:
SECTION I. That the Chairman or the Secretary be and is hereby authorized to offer a STRONG OBJECTION in connection with the application of MISSISSIPPI RIVER VENTURES, LLC, EM19-990-2126-1 for a permit to install and maintain five anchor piles, buoys and chains to moor a midstream dry bulk cargo transfer operation, in the Mississippi River, left descending bank, at a point about 115.5 miles above the Head of Passes, at Almedia, St. Rose in St. Charles Parish, Louisiana.
SECTION II. That the offer of STRONG OBJECTION is issued for the following reasons:
a) Not specific; no limitations (lower quality of life for residents of St. Rose)
b) Proximity of the proposed facility to a residential neighborhood
c) Air quality issues associated with mid-stream transfer
SECTION III. That a copy of this resolution shall be forwarded to all interested parties.
