RESOLUTION NO. 5836
Title
A resolution asking the Federal Emergency Management Agency (FEMA) to make every effort to acknowledge the actual affect of the levees on the Base Flood Elevation Requirements in the West Bank of St. Charles Parish whether the levees are accredited or not.
Body
WHEREAS, since November 1st of 2006, St. Charles Parish has been using the Advisory Base Flood Elevations as outlined in "Flood Recovery Guidance for St. Charles Parish" dated November 2005; and,
WHEREAS, in September of 2008, St. Charles Parish received Preliminary Digital Flood Insurance Maps (DFIRMS) which reflected even higher Base Flood Elevations (BFE's) for the West Bank of St. Charles; and,
WHEREAS, the high BFE's were the result of the "without levee" modeling approach used by FEMA for non-accredited levees; and,
WHEREAS, in a letter from FEMA Administrator, W. Craig Fugate to Senator Mary Landrieu dated March 10, 2011, he stated that he had directed his staff to "replace the 'without levee' modeling approach with a suite of methodologies that are technically-sound, credible, and cost-effective"; and,
WHEREAS, we understand that this methodology may take some time to develop; and,
WHEREAS, St. Charles Parish would like to pursue the adoption of new flood maps but only after a true assessment of the flood risk is complete, especially the risk to the areas such as the areas encompassed by the Sunset Drainage District.
