Title
A resolution opposing the recent amendment by the House Committee on Appropriations to House Bill 2 (HB2)-Capital Outlay which disregards a commitment to coastal priorities and cuts $117 million of 2019 surplus revenues from the Louisiana Coastal Protection and Restoration Trust Fund.
Body
WHEREAS, it has come to the attention of the St. Charles Parish Council and Parish President that members of the Louisiana House of Representatives seek to remove funding from the Coastal Protection and Restoration Authority affecting hurricane protection in St. Charles Parish; and,
WHEREAS, hurricane protection and land restoration is of the utmost importance; and,
WHEREAS, the West Shore Lake Pontchartrain levee project will protect Montz residents from storm surge; and,
WHEREAS, this reduction in funds places undue stress on the unprecedented partnership of the local parishes, the U.S. Army Corps of Engineers and the Louisiana Coastal Protection and Restoration Authority; and,
WHEREAS, the amendment denies the CPRA of immediate resources necessary to contribute to the costs of the West Shore Lake Pontchartrain Levee project while threatening the advancement of the River Reintroduction into Maurepas Swamp project; and,
WHEREAS, both of these projects are critical to the safety of thousands of residents in Southeast Louisiana and the restoration of thousands of acres of vital wetlands; and,
WHEREAS, the Parish Council and Parish President are in total opposition of the recent amendment by the House Committee on Appropriations to House Bill 2 (HB2)-Capital Outlay.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby respectfully urge the Louisiana House of Representatives to remove the amendment from House Bill 2- Capital Outlay and restore the State Fiscal Year 2018-2019 state budget surplus funds for CPRA to House Bill...
