Title
A resolution requesting the Louisiana Legislature to introduce legislation that would classify TV Cable Companies as public utilities and give the Louisiana Public Service Commission regulator authority over the TV Cable Companies, setting fair and uniform rules, regulations, terms, conditions and rates.
Body
WHEREAS, under the present classification TV Cable Companies operating in Louisiana are not considered to be public utilities; and,
WHEREAS, regulating Cable Franchises would ensure adequate and just compensation for the operation of TV Cable Companies as well as protection for the consumer against high and unjustified rate increases; and,
WHEREAS, regulation of Cable Franchises would eliminate down grading of cable services without a decrease in cost to the consumer; and,
WHEREAS, regulation of Cable Franchises would address the concerns of our senior citizens on fixed incomes as well as all residents in regards to providing quality cable service at an affordable cost.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request the Louisiana Legislature to introduce legislation that would classify TV Cable Companies as public utilities and give the Louisiana Public Service Commission regulator authority over the TV Cable Companies, setting fair and uniform rules, regulations, terms, conditions and rates.
BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to Louisiana Public Service Commission, Governor Kathleen Babineaux Blanco, Senator Joel T. Chaisson, II, Representative Gary L. Smith, Jr., and our Federal Delegation of Senator Mary Landrieu, Senator David Vitter, Representative Bobby Jindal, and Representative Charlie Melancon.
