ORDINANCE NO.
Title
An ordinance to amend the Code of Ordinances to adjust the Water User Charge.
Body
WHEREAS, Consolidated Waterworks District No. 1, operating as the Department of Waterworks has reviewed its current rate structure; and,
WHEREAS, the current water rates were last adjusted on January 1, 1995 in an effort to replace lost ad valorem tax revenue which subsidized its operations; and,
WHEREAS, current projected revenues from the sale of water and other fees are insufficient to fund the current operations of the department; and,
WHEREAS, the Department has violated its bond covenants in 2003 and must take action in 2004 and 2005 to avoid any further violations.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the Code of Ordinances, Chapter 23, Article I, Section 23-3(a) & (b) are hereby amended to read as follows:
(a) The following water user fees are hereby established: Residential, Commercial, and Industrial Meter Service, Monthly Charge … $4.00. Second Residential Meter for irrigation , Monthly Charge … $2.00. Fire Hydrant Meter Service, Monthly Charge … $10.00.
(b) The water user fees established in Section (a) shall be effective January 1, 2005.
SECTION II. That Chapter 23, Article I, Section 23-3(c) is hereby amended by adding the following:
“$2.15 per 1,000 gallons of water use effective January 1, 2005”.
SECTION III. That Chapter 23, Article I, Section 23-3(d) is hereby amended to read as follows:
(d) The out-of-parish water user charge is hereby established at $2.15 per 1,000 gallons of water use effective January 1, 2005.
SECTION IV. That Chapter 23, Article I, Section 23-3 is hereby amended by adding the following section (e):
(e) The water user charges established herein shall be adjusted on March 1 of each year in an amount equal to the Consumer Price Index, applicable to the New Orleans-Baton Rouge area, as...
