Title
A resolution requesting the U.S. Department of Homeland Security, more specifically, the U.S. Coast Guard, to allocate the resources necessary to determine methods of enhancing the security of the geographic area between Baton Rouge, and New Orleans and further, provide all financial, physical, personnel and long-term resources that any such determination would require.
Body
WHEREAS, the United States of America is a strong and able Nation; and,
WHEREAS, that strength is predicted upon hard work, innovation and the manufacture of essential goods and services; and,
WHEREAS, those goods and services sometimes require a base product that includes hazardous substances used in the manufacturing process; and,
WHEREAS, the geographic area along the Mississippi River between Baton Rouge and New Orleans has for decades produced petrochemicals in service to the Nation; and,
WHEREAS, the nature of these manufacturing process requires additional security protection; and,
WHEREAS, security of our homeland has become necessary to sustain for quality of life.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby request the U.S. Department of Homeland Security, more specifically, the U.S. Coast Guard, to allocate the resources necessary to determine methods of enhancing the security of the geographic area between Baton Rouge, and New Orleans and further, provide all financial, physical, personnel and long term resources that any such determination would require.

And the resolution was declared adopted this day of , 2003, to become effective five (5) days after publication in the Official Journal.
