Proclamation: Alcohol Awareness Month

P R O C L A M A T I O N
WHEREAS, alcohol is viewed as having a genetic basis in which environmental factors contribute to the expression of this underlying disease, a disease that is pressing to family health and social problems in society today; and,
WHEREAS, according to the National Commission Against Drunk Driving, the fight against drunk driving has stalled at the expense of an average of 16,500 lives lost every year to drunk driving; and,
WHEREAS, at the current rate of drunk driving in America, about three in every ten Americans will be involved in an alcohol related crash in their lifetime; and,
WHEREAS, in 2001 it was estimated that 45.3 percent of all crashes in Louisiana involved alcohol, with Saturday classified as the most deadly day of the week; and,
WHEREAS, driving while under the influence of alcohol is a criminal offense and not part of culture, DWI's in South Louisiana are double to those in North Louisiana at the cost of 2.9 billion and an average death of 1.11 per 100 million miles traveled compared to the national average of .63 deaths per 100 million miles traveled and 114.6 billion in cost; and,
WHEREAS, let us join with others across the country in recognizing April 2003 as Alcohol Awareness Month.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM APRIL 2003 AS
ALCOHOL AWARENESS MONTH
