Title
An ordinance to amend the St. Charles Parish Code of Ordinances of 1981, Chapter 4, Section 4-1. to restore the definition of “pet”.
Body
WHEREAS, Ordinance No. 03-12-5 revised Chapter 4: Animals and Fowl of the Code of Ordinances; and,
WHEREAS, that revision eliminated the definition of pet; and,
WHEREAS, the Department of Planning and Zoning and the Contract Monitor relied on the definition of pet to restrict the keeping of animals not considered pets to O-L zoning districts through procedures described in Section 4-10 of Chapter 4; and,
WHEREAS, restricting animals not considered pets to O-L zoning districts-unless the provisions of section 4-10 are met-protects the health, safety, and welfare of the citizens of St, Charles Parish.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances Chapter 4 Article 1. Section 4-1 is amended to include the following definition:
Pet: A domesticated animal kept other than for commercial use, as a companion, for protection or recreation. Specifically excluded are cattle, horses, swine, sheep, chickens, ducks, guinea fowl, turkeys, goats, geese, bees, pigeons, and other animals or fowl generally regarded as farm animals or which may endanger the public health and safety or infringe on the rights of others.

The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
