Title
A resolution placing a MORATORIUM on the approval of any new subdivisions and or the development of trailer parks, RV parks, and the placement of trailers on property not currently zoned for trailers on the East Bank of St. Charles Parish until the present water treatment plant capacity can be evaluated, said Moratorium to remain in effect until December 31, 2006.
Body
WHEREAS, continued growth on the East Bank of St. Charles Parish at the post Katrina stage could affect the water supply which could be diminished by the summer of 2006; and,
WHEREAS, the water treatment capacity of the existing plants are presently at approximately 88% capacity and cannot exceed 90% capacity to allow down time for cleaning of filters and clarifiers; and,
WHEREAS, higher water consumption on the East Bank of St. Charles Parish could affect personal water usage as well as adequate supply of water for the Fire Departments; and,
WHEREAS, in order to allow the Director of Waterworks and the Parish Administration sufficient time to address and make recommendations regarding the East Bank of St. Charles Parish water treatment facilities, it is necessary to impose this Moratorium until recommendations can be provided to the Parish Council.
NOW, THEREFORE, BE IT RESOLVED, THAT WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby place a MORATORIUM on the approval of any new subdivisions and or the development of trailer parks, RV parks, and the placement of trailers on properties not currently zoned for trailers on the East Bank of St. Charles Parish until the present water treatment plant capacity can be evaluated, said Moratorium to remain in effect until December 31, 2006.
