IN RECOGNITION
WHEREAS, Motiva Enterprises, LLC and Shell Chemical Company are major industries in St. Charles Parish; and,
WHEREAS, Motiva and Shell supplied equipment and personnel to man the Norco flood structure for Tropical Storm Isidore and Hurricane Lili storm events at the expense of the refinery; and,
WHEREAS, Personnel directed by Mr. Wayne Babineaux and Mr. Steve Wilson, kept the flood structure free of debris and used equipment to maintain the basin area and the levee system throughout both storm events to help protect the Community of Norco and the Norco Facility; and,
WHEREAS, Motiva and Shell supplied eight pumps from their Facility to pump water over the flood structure when it was closed to help remove back water from inside of the hurricane protection levee to further aid and protect the Norco Community from flooding; and,
WHEREAS, this Team of community focused Personnel, monitored the Storm Water Impoundment Basin System (SWIB) for the refinery to hold as high a level as possible to aid in further water retention, increasing the risk of flooding to the Norco Facility and again aid the Norco Community; and,
WHEREAS, the Norco Facility did flood and caused hardships and losses; the Norco Community sustained no flood damage to its residents homes. It was through the extensive co-operative efforts of the Motiva and Shell Team operating the flood structure opening and closing it in accordance with the tidal flows keeping the floodwaters moving into Lake Pontchartrain, and monitoring the flow of water from the Norco Facility to prevent the Norco Community from flooding; and,
WHEREAS, the management of Shell Chemical Company, Mr. Wayne Pearce, and Motiva Enterprises, LLC, Mr. Armand Abay took a proactive role in establishing community consciousness in its personnel to develop the decision-making criteria to prot...
