Title
An ordinance to transfer the functions of the Local Coastal Zone Management Advisory Committee to the Planning Commission, on an interim basis, for a period not longer than 6 months, or until such time as a Coastal Zone Management Advisory Committee is appointed.
Body
WHEREAS, Article III Section A.7.c.vi of the St. Charles Parish Home Rule Charter states that the Parish Council may, "By ordinance, abolish or consolidate any parish department, office, agency, board or commission or provide for the consolidation and transfer of any of the functions of such departments, offices, agencies, boards or commissions;" and,
WHEREAS, Article III Section C.4.c.i of the St. Charles Parish Home Rule Charter describes the Planning Commission's role in reviewing official maps, plats, charts, and reports which, taken together, will constitute a proposed master plan for the social, economic, and physical development of the parish; and,
WHEREAS, Chapter 26, Section 26-4 of the St. Charles Parish Code of Ordinances describes a seven-member local coastal zone management advisory committee that "shall include representatives from various interest groups or government agencies to encourage full use of the coastal resources recognizing that it is in the public interest of the people to establish a proper balance between development and conservation"; and,
WHEREAS, records indicate that the Coastal Zone Management Advisory Committee has not convened since 2017; and,
WHEREAS, because the Planning Commission responsibilities align with the responsibilities of the Coastal Zone Management Advisory Committee, and the Coastal Zone Management Advisory Committee has become dormant, it is recommended that the St. Charles Parish Council temporarily transfer the functions of the Coastal Zone Management Advisory Committee to the Planning Commission.
