Title
A resolution to designate a member to the New Orleans Aviation Board representing St. Charles Parish.
Body
WHEREAS, by virtue of an executive agreement signed by Mayor Ernest N. Morial dated August 30, 1985, and a subsequent formal agreement signed by the Mayor on October 17, 1985, St. Charles Parish is to be represented on the New Orleans Aviation Board; and,
WHEREAS, there existed a vacancy due to the unexpired term of the late Mr. Henry A. Smith, Jr., the then current appointed member of the Board serving as the St. Charles Parish Representative; and,
WHEREAS, on November 21, 2011, by Resolution No. 5864, the St. Charles Parish Council nominated Neal Clulee in a 6-3 vote as the St. Charles Parish Representative on the New Orleans Aviation Board. On November 28, 2011, the Resolution was approved by Parish President V.J. St. Pierre, Jr.
WHEREAS, on March 12, 2012, Resolution No. 5897 was adopted requesting the Louisiana Attorney General provide an opinion regarding the rights of the Parish of St. Charles as it pertains to an Airport Expansion Agreement which requires the Mayor of New Orleans to appoint the person designated by Resolution of the St. Charles Parish Council to the New Orleans Aviation Board; and,
WHEREAS, on June 4, 2012, Resolution No. 5917 was adopted requesting an update regarding Resolution No. 5897; and,
WHEREAS, on July 17, 2012, Opinion 12-0060 was received from the Louisiana Attorney General; and,
WHEREAS, St. Charles Parish is requesting the immediate approval of Mr. Neal Clulee to the vacant position as the St. Charles Parish representative on the New Orleans Aviation Board based on the recent Attorney General Opinion.
