A resolution to amend the Parish Council Rules to revise Rule 11. to specify members shall not speak more than twice following initial council discussion.
Body
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby amend Rule 11. to read as follows:
RULE 11. (AS WRITTEN)
Other than for the purpose of asking a question or when required to answer questions, no members shall speak more than twice on the same question and for no longer than three minutes, except by two-thirds consent of the Council, and then not until every other member desiring to speak shall have had an opportunity to do so.

Other than for the purpose of asking a question or when required to answer questions, no members shall speak more than twice on the same question following the initiation of Council discussion and for no longer than three minutes, except by two-thirds consent of the Council, and then not until every other member desiring to speak shall have had an opportunity to do so.
