Title
A resolution to re-create the St. Charles Parish Coastal Zone Advisory Committee.
Body
WHEREAS, St. Charles Parish has had a Coastal Zone Advisory Committee (CZAC) since 1968; and,
WHEREAS, the CZAC has guided the wetland restoration and protection of St. Charles Parish; and,
WHEREAS, the CZAC has made recommendations to the St. Charles Parish Council on important wetland permits; and,
WHEREAS, the CZAC has guided the Coastal Zone Management Section and the Parish Council through the process of becoming an Approved Local Coastal Program; and,
WHEREAS, now that St. Charles Parish is an Approved Local Coastal Program, the CZAC needs to be officially re-created to serve as a board of appeal on Wetland Permits of Local concern; and,
WHEREAS, the St. Charles Parish Local Coastal Program Chapter 26 Section 4 details the makeup of this committee.
THE ST. CHARLES PARISH COUNCIL HEREBY RESOLVES:
SECTION I. The St. Charles Parish Coastal Zone Advisory Committee is hereby created and shall be tasked with guiding the wetland restoration and protection of St. Charles Parish, with making recommendations to the St. Charles Parish Council on wetland permits of State and National concern and with serving as a Board of Appeal for Wetland Permits of Local concern.
SECTION II. That the St. Charles Parish Coastal Zone Advisory Committee shall consist of seven (7) members to be appointed by the parish council with a member appointed by each council member. The committee shall include representatives from various interest groups or government agencies to encourage full use of the coastal resources recognizing that it is in the public interest of the people to establish a proper balance between development and conservation.
