Title
An ordinance to amend the St. Charles Parish Code of Ordinances, Chapter 8, Elections, Section 8-2. Visible voting precinct boundaries and polling places, to merge certain voting precincts and to establish new boundaries for merged precincts.
Body
WHEREAS, the governing authority of St. Charles Parish has the authority under Louisiana Revised Statutes 18:532 to establish and modify precinct boundaries; and,
WHEREAS, RS 18:532 requires that all precincts have clearly observable boundaries and be contiguous; and,
WHEREAS, precincts 6-3 and 6-8 were previously unable to be merged due to conflicts with the older Congressional district boundaries; and,
WHEREAS, the realignment of Congressional districts in Louisiana following the passage of Act 2 of the 2024 First Extraordinary Session, which enacted a new Congressional map with two majority-Black districts, and the subsequent Supreme Court ruling in Robinson v. Landry, now allow for the merging of these precincts; and,
WHEREAS, both precincts 6-3 and 6-8 are located within the same polling place, and no change to the polling location is necessary; and,
WHEREAS, this merger is being undertaken to simplify voting precincts, improve voter convenience, and ensure compliance with state law.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances, Chapter 8, Elections, Section 8-2. Visible voting precinct boundaries and polling places, is hereby amended by striking the language defining Precincts 6-3 and 6-8 and insert verbiage as follows:
