Title
An ordinance authorizing and requiring that the monies received by St. Charles Parish from the Gulf of Mexico Energy Security Act or GOMESA funds (approximately $594,151.58) is to be placed in Fund 123 - Flood Protection Fund and used solely for outer flood protection systems.
Body
WHEREAS, under Louisiana's Constitution, the GOMESA funds are dedicated to coastal restoration or protection work; and,
WHEREAS, Louisiana gets $82 million out of the $188 million from the Phase II GOMESA funds, a 2006 law that set up a formula to split some of the federal government revenue from offshore drilling in the Gulf of Mexico with Louisiana, Mississippi, Texas, and Alabama, the oil and gas producing states; and,
WHEREAS, roughly $66 million will go to Louisiana; the other $16 million will go directly to 19 coastal parishes, with amounts ranging from $517,000 to $1.6 million; and,
WHEREAS, the Parish of St. Charles has a fundamental interest in protecting its residents, businesses and the property from flooding caused by hurricanes and tropical storms; and,
WHEREAS, it is the desire of the Parish Council to dedicate the monies received from the GOMESA funds to be used solely for outer flood protection systems.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the monies received by St. Charles Parish from the Gulf of Mexico Energy Security Act or GOMESA funds (approximately $594,151.58) is to be placed in Fund 123 - Flood Protection Fund and used solely for outer flood protection systems.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
And the ordinance was declared adopted this day of , 2018, to become effective five (5) days after publication in the Official Journal.
