IN RECOGNITION
WHEREAS, Mrs. Frozine Ross Francis, a lifelong resident of St. Charles Parish and the daughter of late Clarence and Bessie Ross. She was blessed with three children and is the proud grandmother of seven grandchildren; and,
WHEREAS, Frozine began playing music for the churches in her community at the age of twelve. Her dedication and love for music continued throughout her education receiving a Bachelor of Arts degree in Education with a minor in piano from Dillard University in 1961; and,
WHEREAS, as a graduate, Frozine began her career with the St. Charles Parish Public School System and later transferred to the New Orleans Public School System, where she remained until her retirement. Her retirement was short-lived, after accepting a position to become a music teacher at Boutte Christian Academy, where she continued to share her knowledge and passion for music for three years; and,
WHEREAS, she founded The Francis School of Music, where she trained generations of pianists, vocalist, and choir directors. She also joined The American Federation of Music and Bayou Land Music Club connecting her local teaching legacy to a wider network of musicians and educators; and,
WHEREAS, Frozine and a small group of singers regularly perform for residents in the Luling Living Center, bringing them joy and fellowship. She is a source of wisdom and guidance for generations of people seeking direction in their lives. She is without a doubt a staple in her community and the hearts that dwell within it.
NOW THEREFORE, BE IT RESOLVED, WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby express our sincere thanks and appreciation to
