An ordinance of the Parish of St. Charles providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Chapter 24 Noise, Section 24-4. Maximum permissible sound limits. (Table 1), and Section 24-6. Prohibitions.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the Code of Ordinances, Chapter 24 Noise, Section 24-4. Maximum permissible sound limits. to amend Table 1 Maximum Permissible Sound Levels by Receiving Land Use Category - Residential, and Section 24-6. Prohibitions. is amended by adding (12) and (13) as follows:

Section 24-6. Prohibitions.
(12) From upon private property, making or causing to be made abusive, offensive, profane or obscene language that is plainly audible to others nearby, engage in unlawful, boisterous, noisy, violent, indecent or obscene conduct or activity, with the intent of provoking, disturbing, annoying and disrupting an individual and/or arousing anger, fear or resentment in others. The issuance of a citation for any of these prohibited activities shall require the witnessing of a law enforcement officer, other than the complainant when the individual making the complaint is an officer of the law, or video evidence sufficient to demonstrate probable cause that a prohibited activity has occurred. The citation shall require the signature of the individual filing the complaint.
