IN RECOGNITION

WHEREAS, Ms. Pat Elfer is a life long resident of St. Charles Parish residing in St. Rose, Louisiana with her companion Rick Cubicke and her three children Elizabeth, Jessica, and Amanda; and,
WHEREAS, Ms. Elfer has been the owner of St. Rose Tavern since 1985, an establishment which has been in her family since 1922; and,
WHEREAS, Ms. Elfer along with many other residents who were tired of seeing litter throughout the Parish, especially Highway 626, started communicating which led to the circulation of a petition gathering over 600 signatures, the petition was delivered to Governor Foster thus forming “Swamp Eyes” in 1997. This started a campaign to rid the swamp area of over 400 used tires and 25 dump trucks of trash, with “Swamp Eyes” as the extra set of eyes to keep the swamp area clean; and,
WHEREAS, Ms. Elfer devotes countless hours with the help of many volunteers participating in the numerous events sponsored to rid St. Charles of litter using the non-profit organization “Swamp Eyes” to put pride back into St. Charles Parish; and,
WHEREAS, Ms. Elfer, after being nominated by State Representative Gary L. Smith, Jr., received second place in the 1st Annual Keep Louisiana Beautiful State Litter Prevention Award - Category for a non-profit organization on Friday, September 12, 2003. This award was presented to Ms. Elfer at the Keep Louisiana Beautiful State Litter Conference held in Baton Rouge.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
