Title: A resolution of the St. Charles Parish Council, acting as the Governing Authority of the Sunset Drainage District, requesting that the Administration design and put out for bid in 2015 an interim project to raise the crown of the Sunset Drainage District levee in the low areas along Grand Bayou so as to provide for a minimum protection of elevation 5.0' with a 1.0' overbuild in the areas that are currently below elevation 5.0', and that an elevation of at least 5.0' be maintained at all times along Grand Bayou until such a time that this and all other Sunset Drainage District levee sections are improved so as to meet current FEMA flood protection standards, and to place in the draft 2016 budget funds to perform this work in 2016 should it not be feasible to be performed in 2015.

Title

Body
WHEREAS, the Sunset Drainage District levee is an integral part of the West Bank Hurricane Protection Levee System in St. Charles Parish; and,
WHEREAS, the recent survey taken along the Sunset Drainage District levee centerline shows that several locations have elevations that fall below elevation 5.0'; and,
WHEREAS, the low areas along the Sunset Drainage District levee puts people and property within the District at risk during a storm event; and,
WHEREAS, these low areas will be inaccessible for interim protection measures during a storm event; and,
WHEREAS, raising the low areas would provide increased protection to the Sunset Drainage District until such a time that the levee is rebuilt to FEMA flood protection standards; and,
WHEREAS, Ordinance No. 14-10-10 was adopted on October 6, 2014 which approved and authorized the execution of a Cooperative Endeavor Agreement (CEA) between St. Charles Parish and the Sunset Drainage District to define the respective rights, duties, responsibilities, and liabilities; and,
