Title
A resolution requesting immediate assistance of the U. S. Army Corps of Engineers to assist in corrective action to expedite and secure funding to close the gaps in the East Bank Hurricane Protection Levee to temporarily close off the Lake from flooding the East Bank of St. Charles Parish until the East Bank Hurricane Protection Levee is fully constructed and contains pump stations.
Body
WHEREAS, St. Charles Parish experiences flooding from Lake Pontchartrain over Airline Drive and into the subdivisions along this corridor; and,
WHEREAS, it is in the best interest of St. Charles Parish for the Corps of Engineers to put forth as a priority, a temporary solution to the risk facing the community of the East Bank from the rising water; and,
WHEREAS, the East Bank Levee District closed Airline Drive at the Jefferson line causing flood water from the Lake to flow into St. Rose, LA, flooding neighborhoods; and,
WHEREAS, we request the Corps of Engineers to investigate cost-effective interim/temporary flood protection in these gaps to elevation 7 via the use of high strength vinyl sheet piling with conventional steel sheet piling; and the use of stocked piled clay material for backfilling purposes in pertinent drainage areas; and providing interior drainage during closure periods; and,
WHEREAS, the hurricane protection levee for St. Charles Parish has gaps in the levee which make the Parish vulnerable to storms or hurricanes.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request immediate assistance of the U. S. Army Corps of Engineers to assist in corrective action to expedite and secu...
