Title
An ordinance to amend the St. Charles Parish Code, Appendix C, Subdivision Regulations of 1981, to require that developers submit a list of infrastructure items designated for dedication to the Parish in order to comply with the infrastructure requirements of the Governmental Accounting Standards Board, statement number 34 (GASB-34).
Body
WHEREAS, under GASB-34 St. Charles Parish is required to track infrastructure items associated with new subdivisions, dedicated to the Parish; and,
WHEREAS, developers have detailed knowledge of infrastructure items to be dedicated.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code, Appendix C, Subdivision Regulations of 1981, be amended as follows:
II. Subdivision Procedure. - F. Acceptance of Improvements.

4. To comply with the infrastructure requirements of the Governmental Accounting Standards Board (GASB) statement number 34, the subdivider shall provide the Department of Public Works with the following information, including the actual cost or fair market value of each item dedicated, on each street within the subdivision.
a. Drainage.
(1) Length and composition of subsurface drainage culverts.
(2) Number and size of catch basins.
(3) Length and volume of major drainage structures, i.e. canals.
b. Streets.
(1) Length and composition of road surface and sub-base(s).
(2) Length of sidewalks.
(3) Number and type of all street signs and traffic control devices.
(4) Limits of each street.
c. Wastewater.
(1) Length, type, and size of wastewater lines (Force Mains and Gravity).
(2) Number, type, and depth of all manholes.
(3) Number of Lift Stations, depth of wet well(s), and number, type, and size of pumps installed.
d. Water.
(1) Number of fire hydrants.
(2) Length, type, and size of water lines.
e. General.
