An ordinance to amend the Code of Ordinances Chapter 15, Motor Vehicles and Traffic, to add the definition of “Speed Control Devices” to Sec. 15-1. Definitions and add Sec. 15-5.2 Speed Control Devices.
Body
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. To amend the Code of Ordinances by adding the definition of “Speed Control Devices”, and Sec. 15-5.2. Speed Control Devices.
Sec. 15-1 Definitions
“Speed Control Device” is any device such as speed bumps, humps, speed tables, and/or any other similar device installed on the surface of a roadway with the intended purpose of reducing the speed of moving vehicles.
SECTION II.
Sec. 15-5.2 Speed Control Devices
Installation of speed bumps, humps, speed tables, or any other similar speed control device intended to slow down moving vehicles by the act of it having to pass over such a device shall only be permitted provided the following prerequisites are in place:
(a) An ordinance approved by the Parish Council authorizing a traffic study for the area in question.
(b) A traffic study indicating that the device(s) is warranted and recommended for that area.
(c) The funds for the purchase and installation of such devices and their appurtenances, if any, is specifically provided for within the Parish budget listing the specific area for the installation of the device(s).
(d) An ordinance approved by the Parish Council authorizing the installation and maintenance of such devices.
